The cancelled high speed HS2 Phase 2

HS2 seek professional services to support delivery of the High Speed 2 rail line

Following the programme reset, procurement is anticipated to take place from April 2027

HS2 Ltd plan to procure professional services to support the delivery of the High Speed Two, Britain’s new high-speed rail line.

 

Partnering arrangements will be made to support the successful delivery of the remaining phases of the programme.

 

It’s estimated that tender noticed for these will be published in April 2027.

 

The final contractual vehicle and procurement route will be informed by the outcomes of market engagement activities, but at this time three scopes have been suggested to cover Project and Programme Management, Technical and Engineering and Commercial Delivery.

 

This follows the programme reset in May 2027 where it was revealed that it would cost much more than planned and take longer to deliver the rail line.

 

Existing works soared by £37 billion under previous government with the Secretary of State for Transport saying in an oral statement to Parliament that: “It gives me no pleasure to say the expected cost of completing HS2 is now between £87.7 billion and £102.7 billion priced in 2025.”

 

The rail line should cut journey times from Brimingham to London Euston down to 49mins, half of the current travel time, plus add journeys to Manchester, Liverpool and Glasgow.

 

The reset now sees the programme move from major civil engineering works to rail system installation.

 

The current reset process sees the installation of major viaduct structures across the M42 and M6 and completion of Copthall Tunnel, the first of five green tunnels on HS2, all underway.
